The process can be quite long in practice.
it starts by dossier submission within 2 weeks from TC opinion. Then the First proposal of price conditions is set by the CEPS within 4 weeks from dossier submission. Followed by negotiation sessions which can be up to 10 rounds. If no agreement is reached, the CEPS may invoke arbitration procedure.
in case of arbitration failure, the negotiations are suspended and can be reopened by either parties after 4 months from suspension by sending a new proposal.
If negotiations fail, the CEPS can set the price unilaterally. The manufacturer then decides to market or not the product.
